    This is very handy utility. Keep it.
    Do NOT overuse it.

    For instance this is my C:\Users folder:
    Some of those folder are hidden (h), some are system (s) folders.
    That's for a reason. Let them be.

    Now, as for "Documents and Settings" folder.
    Look one more time inside of it.
    If it's empty, you can safely delete it.

    OK.

    Finally my users folder is similar but I do not see the H or S Behind the folders.

    Documents and settings is a mirror image of the user pathway, exactly the same, contains what users has to a T.

    You can safely delete C:\documents and settings folder.
    Do NOT empty Recycle Bin for couple of days.
