Did you take out the floppy and boot the computer?

You know, this could be a lot easier if you would be more clear in what you post. I am just about guessing what you are trying to say. You are the only one who can tell what is going on. This is not the psychic network or a chat room.

after windows freeze;it will not reboot unless i turn it off,yes,i took out the floppy;the computer will say update a success,but the windows 98 screen comes up and it stops there,the red light on tower stay on.I try again.

 

I am going to guess the red light is your hard drive. You should have waited. It was doing something, like starting up. Sometimes after reinstalling windows, it takes a few minutes for it to get going. After that, it should be back to normal.
