WIN 7 slow, some programs will not run

Have a windows 7 machine in my office, this morning it started going very slow. I ran ESET online scanner, it found some PUP's and 2 virus's. after running ESET, I found I could not run any browser, they appear to lock up, and outlook locks up half way through loading. The only way I can gain access to the internet is via safe mode. I have tried 2 system restore points, as it tried to run the restore point, the PC goes to blue screen and shuts down. Any help would be greatly appreciated
