My problem began when I tried to open Internet Explorer. It refused to start. Got the rotating cursor then nothing.

I checked the Windows updates history, and IE ver 11 was successfully installed as was a subsequent Security update.

So I thought I would try downloading a new copy of IE 11 and install it. Refused to install because "there is a newer version already installed ".

So I tried to remove IE but it does not show up as an installed program in Programs and Features. So I tried to use Windows Explorer to delete the directory from Program Files. I need permission from Trusted Installer.

So I looked in the User Accounts, and find that TI has taken over my computer and I, the owner and Administrator, have lost my permission to do anything other than Read and Execute.

Can some please tell me WIHIGO? There is another 'Expired' case of TI but it does not help me.

I am operating Windows 7 Home Premium 32 bit. I have 2GB RAM and 120GB HDD. No other operational problems noted so far.

Hi arthur277. The Trusted Installer permissions is normal on most folders. Lets see if we can get IE11 working without having to reinstall the browser.

Click Start< All Programs< Accessories< System Tools< Internet Explorer (No Add-ons). Does IE11 startup now?

If not have you tried performing a System Restore and restoring your computer to a time before this problem occurred?

DO NOT DO THAT or you'll be in much worse shape.

    Google -> IE 11 Won't Start
    and read away.

Thanks for the tip, Evan Omo, but it does not work. I am reluctant to try a Restore just yet.

I have looked at some of the suggestions on the Google search results and tried a few. No joy I am afraid.

Fortunately I have working examples of Sea Monkey, Firefox and Chrome.

Is there a message here for the softies at Microsoft?

IE 11 is an update from Windows Update -

Control Panel > Windows Update > View Update History > Installed Updates and type Internet Explorer in the search box.

Depending on what you have done to date you may or may not be able to uninstall it.

Lets try this method to repair your system:

    1. Download the portable version of Windows Repair (All In One) from here, Windows Repair (All In One).
    2. Download the portable zip file to your desktop.
    3. Extract the contents of the zipped folder, and then double click on the programs .exe file to launch the program.
    4. After the program opens, click on the Step 2 tab and click the Do It button to have the program run Check Disk on the file system. Screenshot.
    5. After the computer finishes running Check Disk, start the program again and proceed to Step 3.
    6. Click on the Step 3 tab and click on the Do It button to allow the program to run the System File Checker to find and fix any corrupt Windows files. Screenshot.
    7. After SFC finishes, proceed to the Start Repairs tab.
    8. On the Start Repairs tab click on the Start button. Screenshot.
    9. Now ensure that ONLY the checkboxes in the program are checked as indicated below:

    Reset Registry Permissions
    Reset File Permissions
    Register System Files
    Repair WMI
    Repair Windows Firewall
    Repair Internet Explorer
    Repair MDAV/MS Jet
    Repair Hosts File
    Remove Policies Set By Infections
    Repair Winsock & DNS Cache
    Remove Temp Files
    Repair Proxy Settings
    Repair Windows Updates
Set Windows Services to Default Startup
    Repair MSI (Windows Installer)

    10. Then when those checkboxes are selected, click on the checkbox that says Restart System when Finished.
    11. Now click on the Start button to start the repair process.
    12. The process could take some time so please be patient.
    13. After the repair process finishes, the computer will be rebooted.
    14. See if there is any difference after performing the above steps.

Thanks for the suggestion PeteC. I looked at the Update History, and found two IE Security updates, KB2909921 and KB2898785 and uninstalled each in turn, restarting the laptop after each uninstall, and trying to start IE. Same old circular cursor, then nothing.

I restarted into Safe Mode, and IE started up with no problem. I went into Advanced Settings and tried a Reset. The program ran but the default settings did not reset, others did. The program link to 'default settings not reset' does not work any more.

I think the next move will have to be to uninstall IE 11 that was installed by Windows Update on 1 Feb 2014. As soon as I uninstalled the two security updates, Windows Update informed me that there were two important updates needed. Guess what they were? Yup, the two Security updates. What do you guys think? Is there any significance in the fact that IE 11 runs in Safe Mode, but not in normal mode? If I uninstall it will Windows Update not reinstall it, and maybe this time it will work.

Evan Omo I will try your suggestions after a reply to this post. Thanks for your time guys!

As IE appears to run in Safe Mode albeit with a few issues it may be an add-on which is causing the problem in Normal Mode.

First off start IE with no Add-ons ...

Start > All Programs > Accessories > System Tools - Internet Explorer (no add-ons)

If Internet Explorer now runs as expected re-enable the Add-ons one by one to identify which one is causing the problem ....

    Tools > Manage Add-ons

If the issue remains I suggest you uninstall IE11 which will roll you back to IE 10 and test.

I do not recall if IE11 was an optional update or not as I installed IE11 prior to it being offered as an update. It sounds as if you have Updates set to Automatic and I don't know if IE 11 is automatically installed or not. I would set Windows Update to Notify, at least for the time being, and then you will be able to see if IE11 is being offered and if it is checked by default.

Evan Omo, Thank you for the tip about the Windows Repair program. I downloaded it and used it, but I am not sure exactly what difference it made. There was an awful lot of stuff flashing through a DOS command window all looking very complicated. I think that CheckDisk found one or two errors, but once again, nothing seems to hang about very long for you to read.

Having completed the repair, I restarted and tried to open IE 10 (now) again. I got a quick flash of "Safe Search prevented the change of home page" and the program failed to start. The culprit is a program from Conduit. I uninstalled it using Programs and Features, and lo and behold. IE started up. However it looks like death warmed up, but at least it works. I will leave it severely alone from now on. By the way, there is still no entry under Accessories, System Tools for IE, so can't start without addons! How do I get this back into the menu?

I wish somebody could do something about the free software that always seems to come with crapware that screws your computer up. I use CCleaner, Defraggler and AVG and it seems that there is always some **** software company hijacking the downloads from the original site and loading crapware.

Thanks for the tips, all you guys.

Evan Omo, one more question. I saw that there is an option to "Repair CD/DVD Missing/ Not Working" in the Windows Repair program. I have posted a problem concerning just this on my other laptop some time ago. The DVD drive is fully operational in a caddy, but is not found by the BIOS or Windows 7 64 bit Home Premium on My System. Do you think it would be worth running this program on it and which options in the Repair tab would I have to select?

    Thanks in anticipation.

Uh oh. Having the Conduit Junkware installed on your machine isn't good. I would like you to run a few tools to make sure no other crapware items are installed on your machine.

    1. Please download AdwCleaner and save it to your desktop. Run the program by right clicking on it and selecting Run as administrator.

    2. When the program opens click on the Scan button.

    3. Then when the program has finished scanning, click on the Clean button. The program will reboot the computer. Attach the AdwCleaner log in your next reply.

    4. Next, download the Junkware Removal Tool and save it to your desktop. Run the program by right clicking on it and selecting Run as administrator and attach the JRT log in your next reply.

You can attach logs by clicking on the Upload a File button when you are responding to your thread.

To restore the Internet Explorer No Add-ons shortcut right click on the desktop and click New< Shortcut. Then for the location of the shortcut copy and paste this line in:
    "C:\Program Files\Internet Explorer\iexplore.exe" -extoff.

Then click Next and then Finish to exit the wizard. You will now have a working IE with no add-ons shortcut. If you want to place this shortcut in the appropriate directory then click Start< Computer. Navigate to the following directory: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Accessories\System Tools.

Once you are in that directory paste the shortcut there and you can rename it if you want to.

If the DVD drive is not showing up in the BIOS then it may not be working at all but you can try selecting just the Repair CD/DVD Missing/Not Working option in the Windows Repair All In One application. You don't need to check any other items in the program on the machine that you are attempting to get the CD/DVD drive working on.

Hi PeteC, Here is what I have done.

    1. Internet Explorer was uninstalled from Windows Update, Installed Updates. I was able to establish that the installed version is now version 10. It does not show up in System Tools, but it does on the Start menu and the desktop shortcut is present. However it will not run, and there is no option to run without addons. I tried in the Run window, but it still would not run. Frankly, I have wasted enough time on it and am not surprised that people are drifting away from using it. I will use Firefox, Chrome and Sea Monkey, with which I have never had a problem.

I have also run an antivirus scan, but nothing has shown up.

I always set Windows Update to Inform me if updates are available. I decide what and when to install.

I tried to get the IE on the start menu, but no luck so far.

I will try to see if the CD/DVD repair will work and get back to you.

Evan Omo, The DVD drive has not been restored on my other laptop. The BIOS information on the laptop is very sketchy. I suppose HP must be paying for it by the word! It used to be very extensive on PCs.

If IE (no add-ons) is missing from the System Tools group you may have issues with Windows - IE is integrated into Windows.

Are all the other system tools shown in the screen shot below present?

PeteC, Thanks for your help with this. I have just checked and it now appears that IE No Addons is back in the System Tools menu after I rolled back to IE 10. I am going to leave the system as is and carry on using my other browsers. Won't update IE 10 to 11.

I think now I can mark this problem Resolved, most likely started by Conduit crapware. I will make a note to run Windows Repair (All in one), Adwcleaner and Junk Removal Tool if I have any more problems with my systems. I will also pass this on to my colleagues who will be grateful for the tips.

Thanks again PeteC and Evan Omo, and Steve R Jones.

PeteC, I am sorry not to have replied to your post.

IE (No addons) is still missing from my start menu. In fact Program Data cannot be found on either of my laptops. I wonder where it has gone. The only reference to Program Data is in the winsxs directory as an entry in a manifest file! I ran sfc /scannow, and there were errors but I do not seem able to access the CBS.log file even though I am the administrator. What now?

    Evan Omo, re your post
"If you want to place this shortcut in the appropriate directory then click Start< Computer. Navigate to the following directory: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Accessories\System Tools.

Once you are in that directory paste the shortcut there and you can rename it if you want to. "

On one of my laptops, (not the one I am trying to sort out) this is where the shortcut points to in the System Tools. "C:\Program Files\Internet Explorer\iexplore.exe ". It runs happily and goes to my Homepage after the warning about running without add-ons.

Copy it to the Desktop - it will open from there.
