    I'm inclined to agree that it is lack of basic user education. Surfing the Net isn't like listening to FM radio, there is an interaction between user & the Internet. You have to take a driving test to drive a car. I'm not suggesting that something similar be developed for Internet users, but some basic precautions should be more widely known by the average user IMO.
