Single beep from BIOS on boot is normal.

Clearly the HD is not being detected - presumably 'no HD action' refers to hard drive light not showing which indicates it is not powered up. Can you feel/hear it spinning?

Take a look at the power connection to the hard drive again, make sure it is fully seated and if there is a spare power supply lead from the PSU - try that.

PeteC you were right, I also came to that conclusion at 3am this morning, we have a gail blowing outside (80 MPH) and everything is creaking, Had a look at the powere connections and data conns, pulled them out the pushed them in again, it's working now and I am sending this on the computer in question.
However the Internet connection still came up with " Internet not able to display this page" should have been Google, so I have switched to default home page,MSN. may stay on MSN.
I can feel the HD spinning.
will try your elevated command prompt next.
Thanks to everyone for your help, I will mark this Solved after I have tried the command prompt.
The owner has been patient and understanding, he likes this PC and does not like thi idea of having a new one so we may go to a new motherboard if neccessary.Spanner

    Puzzling .....

Check that you are Administrator - Control Panel > User Accounts

Is your account password protected? I have a feeling, but can find no reference, that this may be necessary.

When you click 'Run as Administrator' does the UAC warning pop up?

Went to Control Panel changed Administrators password ( with permission) to one of mine, Got onto Command Prompt typed in sfc/scannow Now get the message that I must be an administrator followed by C:\ Users\( owners name)> Nowhere to confirm I am Administrator.

You are getting the standard command prompt window, not the elevated command prompt window - see below ....

You did right click > run as administrator?

The only suggestion I have is to create another account with administrator privileges and try again - the current admin account may be corrupted.

Beyond that I really have no idea.

I am the Administrator, I checked, I am getting on Command prompt " You must be an Administrator running a console session in order to use sfc utility "
I do not get a "Run as administrator" yet.

Hi Spanner. Follow Doc's link to run the Command Prompt as an administrator where you will be able to run the sfc /scannow command.

What do you mean you don't get that option?

Reply Thanks Doc and Evan, will try this out shortly, my quote " I do not get a 'Run as Administrator yet " refers to me not seing on screen at any time the phrase " Run as administrator " I may get it after I have tried the full Command Prompt.
The owner of the PC and myself wish to thank all who participated in providing advice, it has been very interesting and rewarding for me, I have gained more understanding into the complexities of computing, and this PC is running (fingers crossed) just how the owner wanted it too.
I will mark this as Solved with many thanks.
