Windows Vista Vista working slower

Hello,
I've had my system since Feb 09 and the computer has been fine.
I updated Vista and Kaspersky Internet Security about a month ago and have been running into small issues.
Internet Explorer was taking 10 seconds to open a new window or tab. I disabled all the ad ons and that helped.
But each folder I open takes a couple of seconds to close after I click the X.
Also, svchost (dcomlaunch and plug n play services) will sometimes take up 50% or more of cpu. I unistalled Kaspersky and the issues still take place. Anyone else have issues like this or more importantly solutions?
