Yes, plus the erratic power supply in some areas. If you don't shutdown the UPS, the battery would unnecessarily run down if their is a brownout or a blackout.

When you are in hurry to leave office every second counts & when the display on the screen is off, most of the users assume that the computer has shutdown & so switch the UPS off.

Probably but since almost anything that plugs into the wall these days consume power even when off, I doubt that really matters when the bill comes due. Modern computers really draw very little when in standby mode - much less than cable TV boxes for example which easily draw 25W or more when "off". Any device with a clock or that is programmable to come on at certain times consume power when "off". Any device that has a remote control (like a TV) really just go down into standby mode.

And all these devices consume very little compared to other devices like refrigerators (typically the biggest consumer in most homes).

While many of these devices have gotten more efficient while in standby mode in recent years, households tend to have more of these "appliances". Even things like washers and dryers that have electronic control panels consume energy when "off".

Nah! Not buying that! If your wife is being rushed to the hospital because the baby is coming NOW, then sure, every second counts. But if not an emergency, failure to wait is just being an irresponsible user - it does not matter how stable your power grid or how much your power costs. You should never ever kill power to any computer without properly, "gracefully" allowing it to shutdown completely before flipping the wall, PSU master power, UPS or power-strip switch. It has always and forever been this way. And this is a fundamental user responsibility every computer user should already know, and every new computer user should be taught from day one.

And this is easy to determine too as the last thing that happens during a graceful shutdown (or when going into sleep mode) is power is removed from the case fans so you can usually hear them spin down. You also often hear a relay "click". And as above, all drive activity will cease too.

Fast startup will complete its tasks BEFORE the computer kills power to the fans.

As for notebooks, most are smart enough to know when they are running on battery and when connected to the charger/power supply so most have two different power plans setup in the Control Panel Power Options applet; one for while on battery and one for with the charger.
