[Active] trojan/popups-while no internet connection

For the past week I have been trying to find and kill a trojan or worm on my computer. i can't seem to make any leeway on this issue. It causes popups even though i am not connected to the internet at all. i removed the wireless usb adapter to make sure. i did a system restore today but that only caused a blue and white window to remain on my desktop behind the icons. it says "To access web sites or email you must have an internet service provider (ISP) To set up Internet access, click" at the bottom it has a huge internet explorer icon that has "Internet Access" underneath.
