[Inactive] Taskbar gone, can't move desktop items, programs won't run

I'm having a very serious issue with my PC. After having a friend come over and him downloading a bunch of un-needed hacks for his games on my PC, I've got a major virus problem. The computer ran great when he left, but then i shut it down and went to bed for awhile. Came back and turned it on in the morning to find that it takes alot longer to boot up and log into my profile. (I'm using windows XP, SP3). I also have no taskbar, i can't move desktop icons, and i can't copy-paste certain things. I've been trying fruitlessly for hours to find out what's going on. Any ideas? I also noticed that i get a message when i finally log in, before the icons show up; A box shows up saying, C:\WINDOWS\system32\Winbooterr\Svchost.exe is loading your personalized settings. When this box disappears, my icons show up, but still no taskbar. So i ran a registry cleaner, used cmd to delete this Svchost in the Winbooterr folder, rebooted, but still i get the same issues! Any help at all? Im trying to work on a project and this is really setting me back. Ive tried running virus scanners but they wont install or run! This virus just wont let me fight back xD, System restore doesnt work either.

Stay away from any registry tools.
