Suddenly I can't create or change my desktop background using Control Panel|Display

Using a home page web address in the web tab window I was able to activate the gray bar at the top of the full length home page with the X for closure in the upper right corner just as you describe. I had thought yesterday that we were still referring to the web tab window contents and had not yet activated an offline alternative web address in the web tab window.
You've been really great; thanks for bearing with my repeated questions.
