This was a very interesting thread. I believe on a CD or any Digital Camera , those Photos are .jpg Format, no matter what size or setting of the camera. One major thing that seems to me, nobody mentioned was this:
Any time a .jpg is "worked on ", or changed, by resizing and then saved as a .jpg again, for uploading, etc. there is a degradation to it. Artifacts are increased, the picture is now degraded from the original. It's just the nature of the beast.

See this explanation of .jpg Format, from Wayne Fultons ScanTips:

    http://www.scantips.com/basics9j.html

So what I do is Save the .jpg to a File as a .Tiff, do the resizing, or changing etc. save it again as a .tiff. Now there is no Increase in Artifacts or any further degradation. When all Photos are done, I then upload as a .jpg or .gif or whatever.

I know this is a more complex method than as explained in above threads, but if one were really to look closely at any changes done to a .jpg (depending on how many) the Artifacts are there, or in short the original picture Quality is degraded. (This can be easily viewed by putting these pictures in a Photo Editor like PhotoSuite and increase the size then by say 3- 4 times or more.)

This is not to say that anyone is wrong in whatever method they do or however they do it. This is written just to inform some who may not be aware of the nature of .jpg Format and it's little quirks.

I've been uploading photos to my web sites for years .jpg Format and it took a while for this to be explained to me and fully comprehend. So Been there Done that. :D

    Hope this helps.
