After a few days away, back on the case.
I have just noticed that in W7 I rt click the desktop, and I can open NVIDIA Control Panel from there. In W10, rt clicking the desktop, and N C P is not listed, but the app is listed in "programme files/NVIDIA Corp/Control Panel Client, but won't open. It is listed in Task Manager as 19.68Mb application as well.

In W10 Pro > Start > All Apps > Nvidia (Alphabetical order) > GE Force Experience.
Start > Settings > System > Display > Advanced display settings > Display adapter properties.
Right click Start button > Control Panel > Nvidia Control Panel.
All options I have on mine. Neil.

OK Guys, this might be my last posting on this subject.
I bought for £30 or so a GeForce GT610, which apparently is a slight upgrade to the one I had already. Downloaded the specific driver 355.98 for W10 64b and installed it. Closed the PC down and exchanged old for new.
On start up, with a bit of fiddling, in W10 I have both screens recognised and working via W display, or NVIDIA control panel. Great
In W7 no dual screens, or G Card showing in Device Manager, and no NVIDIA Control Panel.. Icons huge. So in W7 download the W7 driver 64b and install. Miraculous, two screens adjustable in display and N.Control Panel.
So now with a bit more adjustment of resolution to suit my eyesight, all is now working as I would want. I don't know what exactly was the problem, but now it is working, I am not too concerned.
Thanks to all who contributed, this Forum is really goog,
    Regards
    David D
