It appears that somehow the file was named with Extended Ascii characters, win98 dislikes this. The only way I have any success deleting them was using the Deltree command with wildcard characters in the appropriate space.
In your case maybe "deltree c:\windows\system\*.??-" . This command would delete that file if it does end with "-" at the end.

deltree *.________.* and it didnt say anything but when I checked that 0byte file is still there.. (Only if I look thru windows..... If I goto DOS the file isnt there)

    The whole thing is strange!!

I had a couple of files years ago like you describe and had luck using File Assassin. Just Googled it and it appears that Malwarebytes owns it now. https://www.malwarebytes.com/fileassassin/

    They do include this warning:

Maybe since it is doing NO HARM and is SO SMALL, you may be well enough to leave it alone before something does go wrong and you are in a hurtin deep trouble.

Boot the computer using a Live Linux cd, any older version, and delete the file.

Dude111, as we appear to be dealing with a repeat problem you have, I would sincerely suggest that you make a note of the CORRECT fix in case you have it occur again.
