I tried to access the Control Panel via the start menu but the start menu bar is no longer on the screen. I can only see a small gray portion of the bar, but the windows key doesn't bring the start menu up. I was only able to get to the CP via the task manager but when I try to access the network connections, it is an empty window.

    Should I try the WinSockFix?

Try all steps from my reply #18.

    You didn't answer my question:

I believe the loss of internet connection and now start menu started during our process.

I have tried all of the steps above and ran into several things. For all of the steps before Dial-a-Fix, there wasn't a response. During Dial-a-Fix, there was an error #127 about an ie file. After restart, I tried to get into Network Connections again and this message appeared:

The Network Connections folder was unable to retrieve the list of Network adapters on your machine. Please make sure that the Network Connections service is enabled and running.

What do you mean by no response?

    Did you check?

I mean after each item on the list, I would check to see if I could access anything in the Network Connections, but all I would get is an empty window.

I'm not sure how to check for it so I have not checked.

I listed several other steps to take after that 1st step.

    Go Start>Run, type in:
    services.msc
    Click OK.
    Services window will open.
See, if Network Connections service is running.

I checked services.msc and the startup type for the Network Connections is set on Manual. When I try to start the service, it says "Could not start the Network Connections service on Local Computer. Error 1068: The dependency service or group failed to start. "

Once again....did you try other steps before jumping to Dial-A-Fix?

    Regarding Network Connections...
Check, if following services are running:
    - Remote Procedure Call (RPC) - automatic
    - DCOM Server Process Launcher - auto
    - Network Store Interface Service - auto

Yes, I tried all of the steps before the Dial-a-Fix and there was no network connection.

The services are on auto except for the - Network Store Interface Service - auto - I could not find it on the services list.

OK. At this point, we have to follow some one direction, because...
    1. The computer was/is infected
    2. There is definitely some Windows installation corruption.

The main question now is...do you have Windows XP CD?

Sorry about the delayed response. I have to look for the XP CD but will not be able to return to this issue until next week. I am sorry for drawing this out for so long, I know it is a pain to have a thread go on for so long. Thank you very much for your time and patience, I shall have the CD next week.

Reinstallation CD won't do, unless you want to back up your data and reinstall Windows.
I was thinking repair installation, but for that you need regular Windows XP CD (full version).

Oh ... I only have the reinstall CD as this is a Dell machine. Does this mean there's nothing I can do to proceed?

It looks to me like your Windows installation is corrupted.

    You can try non-destructive recovery:

    1. Reboot, and press Ctrl + F11 at the Dell logo.
    2. The Dell™ PC Restore by Symantec screen will come up.
    3. Select "Restore" or use the Tab key to highlight it and press Enter.
    4. if you wish to continue, click "Confirm ", or use the Tab key to highlight it and press Enter.
    5. When the utility is finished, click "Finish ", or use the Tab key to highlight it and press Enter.

    I'd backup your data anyway
