Did you create a new user profile to see if the same issue happens there?

You might also try Performing a clean boot in Windows and see if that makes any difference.

Yes I tried the new user account. I tried the clean windows boot and that seemed to work.

Ok, if the clean boot worked then its just a matter of re-enabling each startup program while rebooting in between to figure out which program is the culprit that is causing the problem.

Would you like me to go through your startup programs to help you remove items that you don't need running on startup?

Ok good to know. Do you have any other questions or would you consider this issue resolved?
