    [Inactive] Msconfig & ie8 issues

I am unable to identify the source of the problem.

    Win xp home Sp 3
    AMD 64 bit d-core 3.2 ghz
    3.25 gb ram

I walked in to my office the other day and saw that my computer was displaying BSOD. I was unable to get the error code before it refreshed. I began working on it and BSOD came up one more time, but again I missed the error code.

Msconfig is inaccessible from start>run. I get the error, "windows cannot find 'msconfig'. A search for the file shows it in the following places:

    C:\Windows\$ntServicePackUninstall$ (msconfig.exe)
    C:\windows\help (msconfig.chm)
    C:\Windows\ServicePackFiles\i386 (msconfig.exe)
    C:\Windows\PCHealth\HealthCtr\Binaries (msconfig.exe)

I get the same error whether I am booting normally or in safe mode.

When launching IE8 the window opens and then freezes. I can, however, ping addresses using the Cmd function.

Many .exe files will not open unless I right-click them and choose open.

I have ran Adaware, Malewarebytes, Hijackthis and Avira with some removals, but nothing big. I have not had anymore BSOD error since the use of the above tools. While working on this my PSU died. It seems a hot wire arced with a capacitor. I have replaced the PSU and am stumped on what to do next.

I have since run CCleaner and fixed some issues, but not the ones listed here. I only have an iPad to connect to the Internet so I have an issue with downloading any other tools.

I look forward to any suggestions.
