Aware of notepad:). I'm just being lazy and was looking for something like frontpage. had it with Office 2003 but don't have that anymore since I got rid of the old computer and gave that away along with it.

IMHO The best free web development IDEs (Integrated Development Environment) are coming out the Java community. The two most active currently are Eclipse and NetBeans.

Of the Eclipse based IDEs I'd recommend you look at Aptana if web page creation/editing is your goal.

Personally I think NetBeans is now (since NetBeans version 6.0) better than Eclipse for the web development work I do. It's more aimed at developers working in dynamic web page generating languages such as Java, Ruby on Rails, JavaScript, and PHP, but still has a lot of tools that make basic HTML and CSS creation simpler.

Neither give you quite the same drag and drop WYSIWYG experience that FrontPage can, but that also means that they don't create the horribly messy ugly code that FrontPage used to (I hear that the latest FrontPage is a lot better).

In my experience, the more drag and drop mindless page creation you use, the worse your resultant pages become. HTML isn't a difficult langauge to learn and you can do an awful lot with a few basic tags. Especially if you take the time to learn a little CSS.
