Solved Error during startup: Stop: c000021a (Fatal System Error)

    I think we have some kind of user account corruption here.

    Create new user with admin rights and see if you can turn Windows firewall on in that account.

    I created another user account with administrator privilege, it still could not enable Avast Antivirus in msconfig. The control panel action center shows that I have 3 different spyware protection programs: Avast, MSE and Windows Defender, all are "off ". Also, I could not turn on Windows firewall. Prior to this thread, I only saw the Avast icon in the task bar, never realized I had 3 anti-spyware programs running. I tried reinstalling Avast, but got the error message "BFE Base Filtering Engine is not runnning ".

    The link to the repair installation indicated that the sites for downloading a repair installation for OEM Windows 7 systems have been taken down since February 15, 2015. I searched the web for other possible solutions and found that it seems the only choice left is to do a factory restore. I loathe to do that. For now, I'll stay with the No Firewall situation. When push comes to shove, I'll do a factory restore. Please consider this thread closed. Thanks for all the help along the way. At least I have my laptop up and running. Better than helplessly looking at a blue screen.

    I installed Comodo Firewall. I had to download it twice. The first download was corrupted and gave a "Non 7z Archive" error when I tried to install. The second download was successful. I noticed that the downloaded executable was larger than the first. It is now working. Thanks.
