I don't think you have followed the instructions, assuming you are doing it manually rather than using the FixIt - it is the CleanSilverlight.cmd that you Run as Administrator ....

It seems that MS have scre**d up here - having made some checks on my old XP Pro box there is indeed no 'Run' on right clicking on the .cmd file, but in Windows 7 the option to 'Run as Administrator' is there.

I am not sure if the command will actually work on XP as the last 2 lines of the file delete the folders Program Files\Microsoft Silverlight and Program Files (x86)\Microsoft Silverlight. Program Files in XP are 32 bit whereas Program Files in Windows 7 are 64 bit. This may be a totally irrelevant observation :)

The best I can suggest is to double click the .cmd file which appears to run the command and then check in Program Files that the Microsoft Silverlight folder has gone. I have to say that it did not work for me.

Hopefully Arie will have something to add on this.

Just double click the file to run it (note to run it 2x in a row).

The Run as administrator is only available from Windows Vista onward.

I'd suggest you may have malware on your system, as Microsoft wouldn't try to sell you a registry cleaner.

Read this post, then post the requested log(s) in the Malware and Virus Removal forum.
