You would only need the CD if you are doing a re-install, you could probably find an original copy for sale on eBay

If you decide to buy one, here's the cheapest I could find (outside of an auction site).

if the computer is running fine you do not need the win 98 cd
if you need to install add ons - say a printer or a wireless card then you may need a win 98 cd ( or what are called the cab files which are most of the disk)
Hunt around in the hard drive to see any folders on the drive where those files may have been placed for convenience by the person who set up the computer if they were thorough
It may be under a folder marked win 98 or something similar , it may be in a folder marked "drivers" or something similar
At the worst you can buy a disk on ebay if you need to
Just ensure that it is Windows 98 SE ( second edition) not just marked Windows 98
The Windows 98 SE is a distinct product from the original Windows 98 with a lot more driver support
You will only rarely come across a windows 98 non SE installation

Well, you might need it to install a printer, a network card or changing something in the networking.
As to if it might be on the hard drive, try this folder as it appears to be the default on a factory installation.
    C:\Windows\Options\Cabs
