No. You have to look at CBS log and see, if there is any info about failed update ( "Failed to resolve Package ").

Upload your CBS log here: http://www.filedropper.com/
Post download link (copy URL: link):

    Simple trick to it....
Copy the file to another location, like your desktop.
    It'll upload from there.

Ok I installed that I do the right click and take owner a dos screen pops up but I still cant upload the file. Also I cant defrag my C drive it just goes straight to d when I try. Do you think maybe something is corupted on the c drive causing all this? Everytime I restart the computer it wants to do a chkdsk.

Run hard drive diagnostics: http://www.tacktech.com/display.cfm?ttid=287 (or http://www.bleepingcomputer.com/forums/index.php?showtopic=28744&hl=hard+drive+diagnostic)
Make sure, you select tool, which is appropriate for the brand of your hard drive.
Depending on the program, it'll create bootable floppy, or bootable CD.
If downloaded file is of .iso type, use ImgBurn: http://www.imgburn.com/ to burn .iso file to a CD (select "Write image file to disc" option), and make the CD bootable.
For Toshiba hard drives, see here: http://sdd.toshiba.com/main.aspx?Pa...rivesUSandCanada/SoftwareUtilities#diagnostic

Note : If you do not know how to set your computer to boot from CD follow the steps here

From what I'm reading, it's not a good error.

Try the other tool: DOS Diagnostic Tool Ver. 7.0
    It'll create bootable floppy.
    Boot from it.

You should be booting with that floppy, so Windows version can't matter.
