Short for Dynamic Host Configuration Protocol, a protocol for assigning dynamic IP addresses to devices on a network. With dynamic addressing, a device can have a different IP address every time it connects to the network. In some systems, the device's IP address can even change while it is still connected. DHCP also supports a mix of static and dynamic IP addresses.

    Dynamic addressing simplifies network administration
because the software keeps track of IP addresses rather than requiring an administrator to manage the task. This means that a new computer can be added to a network without the hassle of manually assigning it a unique IP address.

The DHCP service has settings or Parameters called the "scope ".
The scope tells the client computer what it's address, DNS, Subnet Mask, and gateway are. One of the options in the scope is the quantity of of addresses it hands out. For what ever reason your scope has very few addresses and that is the reason your machine won't get an address.

My guess is if you were to power off everything on your network except the problematic computer and your router it would get an address.

There are settings in your router to increase the DHCP client pool.

I would bet that he is using a wifi router.

Most of these have a setting for Start DHCP range & End DHCP range & by default are set for 20 computers [Start : 192.168.1.2 End: 192.168.1.21].

Increasing the End range to something like 192.168.1.25 should take care of DHCP problem.
