Yes, I rebooted, twice, with no change. As you suggest, I'll try the Soluto forum. Thank you for your research on this! :)

    Update: no change.

I realize that no one's going to come up with a fix for this after all this time, but I don't think it's a valid solution to a problem to be advised to live with it - when the condition is one that Microsoft itself considers to be not recommended, and when no remedy can be found on the Web. So how can I in good conscience mark it "resolved "?

It looks to me like the solution is either to uninstall Soluto or accept that Soluto will handle Windows' crashes, disabling Windows' error reporting.

On the Soluto website, it lists "Heals application crashes" first on its list of what it does so that feature may be so much a part of everything else it does it cannot be wholly disabled.

    Miz,

Sorry I left it open to interpretation, but I uninstalled Soluto over two weeks ago. It just didn't offer enough added value for me over using Windows 7's built in Startup Manager and BillP's WinPatrol. Uninstalling Soluto has had no effect whatever on the options that are grayed out in the Problem Report Settings window.
(See this screen shot, taken just a minute ago: http://gyazo.com/3be435192fa42ab83d67d93e2448c672 ) As I said, there's been no change. I don't think that Soluto had any effect on this situation. It's a Windows thing, cause unknown.

    Thanks for your reply!

Does this key exist in your registry: HKEY_CURRENT_USER\Software\Policies

If so, does this key exist: HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Windows Error Reporting

If it does (it'll have a REG_DWORD named Disabled with a value of 1), just delete it.

    Arie,

In answer to your questions, (1) Yes and (2) No. Here is a screenshot of Regedit:

    Arie,

Using your previous response as a starting point, I searched for Windows Error Reporting, and here's what I found:
    http://gyazo.com/8ccd46014a7e1d79e45cd77b5fe899b2

Under HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Windows Error Reporting, there is a REG_DWORD named Disabled and it is set to 1.

    Should I delete this?

Can you find it here. HKEY_CURRENT_USER\Software\Microsoft\Windows\WindowsErrorReporting. Set the REGDWORD value to (0). You may have to restart your computer for the change to take effect.

    Arie,

Rather than wait for your reply, I took the bit in the teeth and changed both REG_DWORD settings (http://gyazo.com/8ccd46014a7e1d79e45cd77b5fe899b2) from "1" to "0 ".

The result in the Problem Reporting Settings window (http://gyazo.com/8caafebead0b8f11109f1afaa0ece2b2) is that the "Never check for solutions (not recommended)" setting has changed to "Automatically check for solutions and send additional report data, if needed ". Although the choices are still grayed out and can't be changed in this window, the new setting is OK with me! :)

So, if you agree, I'll mark this thread as "solved" (or "resolved ").

A product of this exercise is the Problem Report that I'm now able to see for the first time since I bought this PC back in July of 2010. It's p0inting out all the problems that I had with applications crashing or not working, and it's offering fixes and downloads for them!!! (A bit late now, since I've solved the problems myself or uninstalled the problem software.) But it's nice to know that things will be looking up in the future. Thanks to all who helped! :)
