Inactive Browser Hijack/Unable to Use SKYPE other functions

    Boot from that DVD.
    Dell DVD should give you an option to perform non-destructive Windows reinstallation.
    Your data should be safe.

    After I've gone to F12 for the boot menu and chosen the CD/DVD boot option, it comes up with the screen that the system was shut down abruptly and then gives the options for logging on. Should I choose Start Windows Normally, or a safe mode option? When I choose Start Windows Normally, Windows asks me to log in with my password, and then proceeds with the known behavior: Crashing and returning to the options for logging on. Will safe mode with Command Prompt do anything for us?

    Turn the computer off.
    Wait couple of minutes and try again.

    Third time is a charm. Windows loaded some files, and now gives me the options to install Install (Windows Vista) Now or Repair Your Computer. Which should I do?

    Choice of Recovery tool: Startup Repair. When I choose that, I get this message:

    Startup Repair could not detect a problem.

    If you have recently attached a device to this computer, such as a camera or portable music player, remove it and restart your computer. If you continue to see this message, contact your system administrator or computer manufacturer for assistance.

    View advanced options for system recovery and support

    Startup Repair
    System Restore (restore Windows to an earlier point in time)
    Windows Complete PC Restore
    Windows Memory Diagnostic Tool
    Command Prompt

    It must be some older Dell DVD then since we don't have non-destructive option.

    Oh boy...honestly speaking we ran out of options.

    It looks like you need to back up your data and reinstall Windows.
    I'm sorry we couldn't solve this issue.

    Should I try to find a newer Dell DVD? I purchased my Dell in 2008. Is it possible to restore Windows to a point before 7/13 when the system got the virus?

    If not, perhaps I should just slowly move what I need over to the other computer, and continue using this computer in safe mode minimally until I've gotten the other computer up to snuff.

    What should I do now? Restart?

    Yes, restart.

    In my opinion, reinstallation will be the best option.
