Has it always been slow? Have you tried doing a Disc Cleanup with ALL the boxes checked then seeing if you need a Disc Defrag?

Is there really something in there that is needed? If not, Delete the folder and it will be rebuilt the next time you open OE up....
You could install Fire Fox. It is FREE. Then if you did have a problem with IE, you can still get on the internet....
