Win Explorer->Tools->Folder Options->VIEW tab -> There are three options to Hide file. Disable them and you should be able to find the outbox.dbx...

shift+delete keeps em from going to the Deleted Items folder. Am pretty sure you're out of luck.
Apparently not...You can probably create the folders and drag the contacts over.
