"Best" would be a personal choice...It's better on machines that don't have the horse power to run XP or Vista.
Food for thought: You can probably buy a used pc with XP for under 100 USD.

Raid 1 is available on many pc's or you can get a hard drive PCI controller card that handles Raid 1.
Look in device manager->network adaptor properties and make sure the power saver isn't turned on.
Does device manager show any errors on the floppy or any where else?
