It might help if you listed the names of a few of these applications... Does rebooting the pc make any difference? Are you using different...

Which OS are you using? And if Toshiba doesn't have it you'll have to look on eBay. I would call Toshiba;)
Did you try this? Its system folders like My Docs that cause this. If you have files in non system folder you should have to deal woth ownerships..
