CPUs heat up almost instantaneously. Without proper CPU cooling I've seen them shut the computer down within a few seconds.
Assembled and ready to go? I doubt you could even purchase decent, stable parts for a build like that for $1000 (US).

Try this: After plugging the RAM in, power it up, go into the BIOS, save the settings and exit. If it's still beeping, does it have a BIOS...
