I spotted a user with the same problem with IE7 at GTG. Windows Update KB928090 was the cause. Removing it solved the issue.

Do you have SpywareBlaster installed? There is an option within it to change the title. There are probably other simialr programs with this feature.

I believe you should get a beep even with a bad processor. I would suspect the motherboard.
