There must be a driver involved some how or you would see nothing. My suggestion would be a new video card. Is this onboard or a add on video card?
Seen weak batteries on the mouse cause this and like Steve said, pages loading slow and adding stuff and it jumps around.
What browser are you using? Is this a laptop or desktop? Wired or wireless mouse?

Have you tried the fn key and I think it is the F8 key and see if this disables it? May be one of the other F keys and not the F8 key.
