Was the pc immediatly shut down and a huge amount of effort was put into drying it out before using it again? Or did they just leave it running...

There is no reason to do it...Regardless of where the OS is installed - if you ever redo it - you have to reinstall all the other apps anyway.

Does the 4way usb hub have its own a/c power supply? You might need/want to look into getting a PCI USB card... Do you have PS2 ports and...
IE 7 or 8 depending on which pc I sit behind.
If you can't get into Outlook to do what Tony mentioned - go to Control Panel-> MAIL icon.
Can you burn the needed files to cd or dvd? Do you have a different flash drive that you know works on the 98 machine?
