Click on START->Run and type -> msconfig Look in the startup tab for Norton stuff and uncheck it.

I did this many years ago. After 2 big crashes and major data loss - I learned the hard way that it is a bad idea.
Guessing that you're referring to the "quick launch" part of the task bar...Maybe after unlocking the taskbar you need to drag the little divider...
