You cannot uninstall IE - it is an integral part of Windows. The uninstall you made of IE7 or greater would roll you back to the previous version.

Try disabling the touchpad in DM.
On my EeePC 1005HA netbook Fn+F3 toggles the touchpad on/off. Have you checked the manual?
