    In Task Manager did you hit the button 'Show processes for all users'? Process Explorer and/or Process Monitor - both from MS.

    CD or DVD need to be reinserted to be read.

    The drive may be dirty - try cleaning it out with a jet of air - or it may be faulty which can only be tested by substituting another drive.
