"External" as in ? Is it a USB drive ? Your drive could be corrupt. Try running chkdsk /f on it.

I don't think its Roxio's problem. Log in as Administrator, Uninstall Roxio, reboot & install again. I think that should do it.
Is your query about making VCD or that Roxio can't find the drive ?
Does Roxio detects it when you are logged in as Administrator ?
Login as Administrator & then install it. It should install properly then.
Its most probably a driver related issue. Update all your drivers specially video drivers. [nVidia]
Remove the DVD drive from Device Manager & reboot. Let Windows find it & install it. Check then if Roxio finds it or not.

My very first thought - malware/virus. Check for them & run chkdsk /f on all the partitions of both the hdds.
