IE11 is a Windows Update. To roll back to IE10 from IE11 you need to uninstall the IE11 update from Windows Update..... Start > Control Panel...

Windows 8.1 includes Windows Media Player - at least the 64 bit version does. Type 'Windows Media Player' into Search and it should be found....
