A few specs of dust in the DVD drive can keep it from reading cd/dvd's. Get a can of compressed air and blow out the drive.
When I click on the picture or the black bar - the picture opens. If I click on the Arrow - I get the same save options you are seeing.
When I click directly on the picture file it opens in my Chrome browser. (outlook.com)

Sounds like he did what is called a Factory Reset. He set it back to where it was when it came out of the box brand new.
