It is a DNS problem. But not with the modem or the provider. The PC that can ping by IP only has the problem. Have a look at the solutions...

This wouldn't seem to be an Internet Explorer problem, but rather a hardware issue. I am going to move this to the Hardware Forum.
You could try opening a command prompt and running SFC /SCANNOW. You'll need your XP cd.
Got any kind of "pop-up stopper" installed? They can cause that kind of problem.

Try disabling the proxy while in Safe (VGA?) Mode.
