If it happens in safe mode though, to me it sounds like you've got a faulty AGP slot rather than chipset drivers.
Have you got more than one AGP slot on your motherboard? Do you have access to another computer with an AGP slot?
Video drivers could have been corrupted on shutdown perhaps. Or some malicious code installed that required a reboot to actually execute the code?
Have you tried changing the cable? That fixed an issue I had with my ancient monitor in the past. ;)

That didn't work at all. I deleted the partition, repaired the Vista install, and all it did was recreate the partition again!
