I discovered that the cause is KB3114409 an update for Microsoft Outlook 2010. I uninstalled it, then ran troubleshooter to hide it.
Ok thanks. I just used system restore to reverse updates today and Outlook is back to normal. I'm trying them again to see if it happens again....
