Is that a typo? If you have a 20Mb connection your download speed should be 20Mbps.
What type of wireless adapter? If it's that Linksys USB adapter I have had tons of problems with those and refuse to use another.
What are the 2 subnets? What is the subnet mask? Default gateway? DNS address? Why 2 subnets?
What is the current address scheme of the network? How many devices do you have? Computers, printers, switches etc. With a 192.168.x.x...
