Turn on Windows Security Center service can't be started

    I have the message "turn on windows security center service" on the task bar. when i click it the message window says it can't be started. How do I remove this?

    when i get into Safe Mode the Start button does not give me an option for RUN.
    the screen appears in an older version with my current icons. windows 7 home premium edition.AMD Phenom 9750 quad core 2.4 ghz, memory 8gigs, 64 bit op system.

    To access the run box hold down the windows logo button and press R. If you still can't get the run box to come up, in the Start Menu instant search box type services.msc and hit enter.
