Content.IE5 issues

I work in a public library with computers running XP. We frequently get our computers locked up on the patron profile due to patrons searching sites with file names or extensions that are too long. Usually, we just go in and manually delete the offending file from the command line. I now have a computer that whenever I delete the offensive file and its obnoxious folder, the folder reappears after rebooting. How do I get rid of that stupid file? I have tried del, RD, moveonboot, ccleaner, chkdsk with autofix--all suggestions from other sites. To no avail. The folder, and I assume, its contents are still there. How do I completely and thoroughly clean out the Content.IE5 folder?

The folder is in C:\Documents and Settings\Patron.orig\Local Settings\Temporary Internet Files\Content.IE5\ORSRY9KF

It is the folder ORSRY9KF and its contents that I want to get rid of. I have to get rid of the that folder in order that the patron logon will work. This is a common problem but what is different about this is that I normally can delete the folder/file without problem. This time, the folder and its contents will disappear when I delete them from the command line but return after I reboot. They have to be deleted.
