Did you look in Programs and Features under Windows updates and see if any of them show installed by chance?

Problem Installing Security Updates under Windows 7 Ultimate.

    Thank you for your suggestion.

I believe that Windows Update checks the installed updates before generating the list of updates which need to be installed.

However, on searching the list of installed updates I have found that two of the updates are listed as having already been installed:-

    1. Cumulative Security Update for Internet Explorer 11 for Windows 7 for x64-based Systems (KB3021952) - Error details: Code 800F080D

    2. Cumulative Security Update for Internet Explorer 11 for Windows 7 for x64-based Systems (KB3032359) - Error details: Code 800F080D.

The other nine updates have NOT been installed. Have you any further suggestions.

    Thank you again.

Thank you for the suggestion for how to resolve the problem. It looks sensible to me.

I have looked at the article about re-setting Windows Update and need to know whether the computer I have the problem with being a 64 bit one, and the Windows 7 Ultimate operating system being 64 bit, makes any difference to the names of the BITS files which I need to re-set.

    Thank you again.

I little trick I have learned over the years..... If windows updates will not install, you can enable the built in admin account and update from it, a lot of times the updates will install from this account, since it is the admin account, what happens from within it happens across the entire machine, when it is something like updates, installing security software etc...

I would suggest the clean boot even for the Admin account, as Evan suggested. :)

To enable the build-in Administrator account, follow these steps:
    1. Click Start, and then type cmd in the Start Search box.
    2. In the search results list, right-click Command Prompt, and then click Run as Administrator.
    3. When you are prompted by User Account Control, click Continue.
    4. At the command prompt, type net user administrator /active:yes, and then press ENTER.
    5. Type net user administrator <Password>, and then press ENTER.
Note: Please replace the <Password> tag with your passwords which you want to set to administrator account.
    6. Type exit, and then press ENTER.
    7. Log off the current user account.

To disable the account, this command is needed. net user administrator /active:no

Apologies for the delay in my replying. The problem is occurring on a computer which I maintain for my 85 year old mother who is based in Harrogate. I am normally based in London. I am currently in Harrogate.

I have only just seen the posts from Malnutrition. I will try to install the updates using the built-in Admin Account later today.

I would like to update everyone on the current situation.

    1. As part of the problem, the Start Power Off button continually shows the Shut Down option with the black exclamation mark on yellow shield background with white surround edging which signifies that there are updates queued up, waiting for Power Off to be initiated, so they can be installed. At the same time, Windows Update states there are updates waiting to be installed. The queued up, waiting to be installed updates, and the Windows Updates which it says need to be downloaded and installed, are the same 11 updates.

It seems to me that what I need to be able to flush the update queues so that Windows does not have updates to be installed on Power Off whilst at the same time thinking that there are updates which need to be downloaded and then installed. Both sets of these updates being the same.

It needs to be recognised that it is the same 11 updates which are failing to install. Two of these appear to have already been installed. The problem updates are all Windows Security related updates.

It should further be understood that other updates are installing successfully.

    2. I have tried to Clean Boot Windows - NOT in Admin Mode. This has not worked.

    3. I have tried to reset Windows Update components as per https://support.microsoft.com/en-us/kb/971058. The system is not allowing me to delete all the qmgr*.dat files. The error message states that they are in use by other programs. I believe that this is the primary problem as I have stated in point 1.

A further point is that not all the regsvr32.exe commands are working. Some of the .dll files are not found. Other have the wrong entry points.

    ----------------------------------------------------------------------------------------

Thank you for your help to date.

By the way, if I am correct about the update queues being the primary problem, and if the updates then install successfully, then I would like to know how the problem came about, if anyone can enlighten me.

Did you try to run Automatically diagnose and fix? I would try that.

Yes. I tried this a long while back. The Fix-It found no errors. I will probably try it again tomorrow for the third and final time. I have no meaningful hopes of it resolving this problem.

    Thank you for the suggestion,

Thank you for the suggestion. On my first attempt using this I got error message 0x80240009. I understand this suggests that system files may be corrupt. I believe that a meaningful System Restore is not an option. Please advise.

Lets try this method to repair your system:

    1. Download the portable version of Windows Repair (All In One) from here, Windows Repair (All In One). (Make sure you have your computer running in a clean boot state BEFORE running repairs. If you need assistance with performing a clean boot then follow the instructions here, How to perform a clean boot in Windows)

    2. Download the portable zipped folder to your desktop.

    3. Extract the contents of the zipped folder, and then right click on the Repair_Windows.exe file and select run as administrator.

    4. After the program opens, click on the Step 3 tab and click the Do It button to have the program run Check Disk on the file system. Screenshot.

    5. After the computer finishes running Check Disk, start the program again and proceed to Step 4.

    6. Click on the Step 4 tab and click on the Do It button to allow the program to run the System File Checker to find and fix any corrupt Windows files. Screenshot.

    7. After SFC finishes, proceed to the Step 5 tab.

    8. On the Step 5 tab go ahead and create a new system restore point before starting the repair by clicking on the Create button under the System Restore area. Screenshot.

    9. Once that is done click on the Start Repairs tab.

    10. On the Start Repairs tab click on the Start button and select Run when prompted. Screenshot.

    11. The Windows Repairs window will open. Now ensure that ONLY the checkboxes in the program are checked as indicated below:

    Reset Registry Permissions
    Reset File Permissions
    Reset Service Permissions
    Register System Files
    Repair WMI
    Repair Windows Firewall
    Repair Internet Explorer
    Repair MDAV/MS Jet
    Repair Hosts Files
    Remove Policies Set By Infections
Repair Start Menu Icons Removed by Infections
    Repair Icons
    Repair Winsock & DNS Cache
    Remove Temp Files
    Repair Proxy Settings
    Repair Windows Updates
Set Windows Services to Default Startup
    Restore Important Windows Services
    Repair MSI (Windows Installer)

    12. Then when those checkboxes are selected, click on the checkbox that says Restart System when Finished.

    13. Now click on the Start button to start the repair process.

    14. The process could take some time so please be patient.

    15. After the repair process finishes, the computer will be rebooted.

    16. See if there is any difference after performing the above steps.

Evan - thank you for the suggestion. I will try this tomorrow.

As an update to the current position -

    1. There are now 9 updates, I believe, which will not install. They are some of the 11 Updates that would NOT install initially. I will list them tomorrow, if necessary.

    2. The Windows Update Fix-It for Windows 7, 8, 8.1 has produced results.

The only issue which is still a problem is:-

Windows Update error 0x80070057(2015-04-23-T-01_00_53A) Fixed Fixed

Resetting Windows Update data store Completed

    InformationalDataStoreAndWULogFiles.zip
    25.56MB
    File Name: DataStoreAndWULogFiles.zip

    InformationalError1
An error occurred while enumerating through a collection: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED)).

    - Because of informational error 1. I find this worrying and strange. Perhaps someone can explain this. I should point out that when I attempt to run Windows Update after this Fix-It has completed that the Update History I not available initially. Also, when the search for Updates has completed it shows 9 updates available with the Updates Pending Shut Down Exclamation Mark option showing at the Power Off Button. Prior to running Windows Update it had been at the default option of Hibernate. This means that whenever Windows Update is run the Operating System immediately believes that there are updates pending waiting to be installed before the installation of the Updates Found has been initiated by pressing Install.

    3. I am still unable to install and run the Independent Windows Update Installer - System Update Readiness Tool for Windows 7 for x64-based Systems (KB947821). What happens is that it reaches the state of Installing the Update/Fix and then just hangs. I waited for several hours earlier this evening just for good measure. It did not even start to install. Something is obviously blocking the installation.

    4. When I run the Primary Fix-It for resetting Windows Update Components and am asked to restart Windows Update it searches for updates and finds them. However, at the same the Power Off Button option has Shut Down with the Updates Pending Exclamation mark symbol showing.
    _______________________________________________________________

I will try what Evan Omo has proposed tomorrow. However, if anyone can offer advice on the primary problem regarding certain Windows Updates (primarily Security Updates) not installing whilst every other update is installing normally; on the results of the Windows Update Installer Fix-It results; and on the KB947821 Fix for the Independent Windows Installer not working, then it would be much appreciated.
    _______________________________________________________________

I have just run the Windows Update Fix-It for Windows 7 etc with the following problem showing:-

Windows Update error 0x80070057(2015-04-23-T-11_16_34P) Fixed Fixed

Resetting Windows Update data store Completed

    InformationalDataStoreAndWULogFiles.zip

    InformationalError1
An error occurred while enumerating through a collection: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED)).

    InformationalError1
Access to the path 'C:\Windows\softwaredistribution' is denied.

    - Both these Informational Errors I believe are significant. Can anyone enlighten me.

    The Error Report is

    InformationalError Report
    RootCause: RC_DataStore
    ErrorCode: 0x80070057
    TimeDetected: 2015-04-23-T-11:16:34P

    Computer Name: MAROGERS-PC
    Windows Version: 6.1
    Architecture: amd64
    Time: Thursday, April 23, 2015 11:14:33 PM

    Publisher details

I should add that the short report for this run of the Fix-It stated Not Fixed issues as being:-

    a. Service Registration is missing or corrupt

    b. Windows Update Error 0x80070057(2015-04-23-T-11_16_34P).

Yea, you'd have to fix this first. I'd be suspecting malware at this point.

Open an elevated command prompt copy/paste these commands (in one go):

Wait for the process to complete & close the command prompt. Check Windows Update again.

The problem is still there at present. I will provide further up-to-date technical information from the Fix-Its tomorrow.

I have felt the matter was probably Malware from the beginning, though I may be wrong. Norton Internet Security has not prevented or identified the problem. I have run the Power Eraser and it has found nothing. I will be running a full System Scan overnight.

I believe what is necessary is that the Windows Update queues need to be cleared and then System Update run again. I have tried to do this manually but been denied access to the print queues. I have also run the relevant Fix-It, but the problem still remains.

    Has anyone any further suggestions.

Arie - I tried what you suggested. As yet the approach has not worked. I understand the batch file system commands which you sent me. Is there anything else which you can suggest.

    Best Wishes

    Nick Rogers

It sounds like your computer is infected with malware. Please read this and post a new thread in the Malware and Virus Removal Forum.

Once your computer is declared clean, post back in this thread with an update on your issue.

Broni - Malware and Virus Removal Forum Moderator - has declared my mother's computer to be malware and virus free. However, the problem with installing Windows Security Updates is still there.
