I'm not sure if this is a hardware issue or a software issue.
Please repost in the appropriate forum.

I have an enhanced usb port, 2.0 that has drivers loaded properly.
Every once in a while, without any discovered reason, I can plug in a thumb drive (that's 2.0) and I get the "this port can operate faster, blah, blah" and the usb port drops to 1.1 speed. If I go into Device Manager and uninstall the port, let the computer "find" it again, it indeed goes back to 2.0 speeds.

What gives? Why do I keep dropping back to 1.1, having to uninstall the enhanced port and reinstall to get 2.0 speeds?

Do you have many other USB devices connected? when you connect it, it may be getting close to a near overload point.

If it is a desktop computer (you need to put your system specs in your user profile Joe, http://www.windowsbbs.com/adding_system_specifications.html ), the ports at the front may not be as "robust" as the ones at the back directly connected to the motherboard.

If you find those suggestions might be accurate, look at getting a self-powered hub.

When you uninstall in Device Manager, uninstall everything under the heading Universal Serial Bus Controllers, they will be automatically reinstalled when you reboot.

If still no go, visit your system/motherboard manufacturer's website. Get updated chipset drivers. USB drivers are usually bundled with the chipset drivers, although they could be separate. Install the chipset drivers first.

Is there any potential reason it could be the device?

I will, though, try unplugging stuff that's direct to the motherboard and see what happens.

We try to hold that thought off until last, but of course it could be possible. It might possibly be the Plug and Play interface in the drive, I am not sure if I have seen one, but you try looking for a firmware update for it at the manufacturer's website. I have had problems with software for a thumb drive (Sandisk and the software is S3), which I removed and it now works fine. If it is a popular brand, check for information/FAQs at the manufacturer's website.

In Device Manager you will see a USB controller with the title "Enhanced ". That is the one that gives you 2.0 capability, so that will be the one that is "popping out ". What is making it do it is the question.

This is a really helpful website (he might be a long lost relative of mine)

I think he has had his search function disabled, so you might need to look around manually. Check through the forum/forum archives.

Could not agree more with Matt, "usbman" has helped me out more than once.
I have had similar situations with that message coming up and I usually end up installing a USB PCI card best with a NEC chip on it and that comes from the usbman himself.
