Windows Vista Control Panel options open a blank window

My windows themes had changed and when I tried to change them back by right clicking the desktop and selecting the personalization option, just a blank explorer window opened. I tried going through the control panel with the same result, a blank explorer windows opening when clicking the personalize icon. With further investigation I have found 15 other control panel options that do the same (list at the end of this post).

Around the time of this starting I found the Trojan win32.agent.deot on my system. This was removed with Spybot S&D. Subsequent scans with Spybot, adaware and AVG have all been clean. I have restored my system to a point before the problem started. However, this has not resolved the issue.

Could anyone please advise me on how I can get the control panel functionality back.

It's probably prudent to verify your system is malware free first.

Please read this and post requested logs in the Malware and virus removal board.

NOTES:

When posting the logs ensure word wrap is switched off (in notepad Uncheck Format->Word Wrap) as this makes them difficult to read.
