what are the specs of your computer?

...do you mean clicking on the windows 7 'start' button? also are you able to check the task manager?

aPod, many thanks for your response. Windows 7 64Bit, 8Gb of memory, HP Presario computer, IE10 installed. Checked Start Task Manager, entirely blank.
Desktop Icons, double clicking responds very slowly before opening chosen software, all icons appear to react the same to the mouse left hand button.Error has just started today. Start button functions normally at mouse button click.

I have restored the computer three times, each time with a different backup date. Rebooted several times, and quite honestly, clicking different desktop icons is proving more difficult at each attempt.

sorry i meant the 'processes' in task manager. maybe there is something hogging all the resources. if there's anything you aren't sure of take note or just send a screenshot. i think a clean install might be a bit drastic right now, but if you're happy to re-install then go ahead, just be sure to backup your data.

Evan Omo, many thanks for your suggestions, have been carried out.
The Clean Boot showed nothing amassing, and the use of Open with and run as Administrator, certainly opens up the Icons in question. The fact remains as to what is causing the method of double clicking the mouse button being non-active.

aPod, your suggestion has been noted. a clean install is to me a complete nightmare as the last time took over eight hours to complete. Thank you.

Do you have UAC enabled on your computer? If you attempt to start a program do you get the UAC security warning asking if you want to run this program?

Evan, not quite sure what UAC stands for. If I download files on line, I do experience a similar warning, together with such files can damage computer.
I have software MalwareBytes, CCleaner, Auslogics BootSpeed and Windows MSE installed.

That's not the default setting. Default is one click down from that (it is even called Default).

Arie, according to the printed notes, most secure setting is "always notify" and this setting is where slider is positioned in my computer UAC..

Well, it is the most secure...and the most restricted and not default.

I never recommend anyone using it. In fact, I go 1 setting below default so it doesn't annoy the heck out of me.

Although this is a Vista article, it applies 1:1 to Windows 7: Taming Vista's User Account Control.

And as I write in the side bar of that article:
