CCleaner doesn't give me any more information. It allows the uninstall, but when I open CCleaner again, it is back there with a current date of installation. Here it is on Win10 settings -- uninstall page: Russian Program Win10.png - Shared with pCloud but the uninstall button is grayed out.

It definitely looks like registry leftover.
Check this location in your registry:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall

What do I do once I get there? It says (Default), REG_SZ and (value not set).

Expand "Uninstall" folder and underneath you'll see a lot of keys.
You'll have to click on each of them and then in the right pane you'll see details of each key.
See, if you can find CCleaner item.

There's nothing there in Russian. Maybe I'll ask a Russian to translate it for me. I think this may have been left over from the last threat scan I ran with you.

It says "local interface package in Russian"
it may be Russian language package, like for people, whose English is not the first language
Check in Settings if you have Russian language extension installed.
Go to Settings and then search for "Language & Region"

I read once that installing a Russian keyboard would reduce the likelihood of getting Russian viruses, though I've seen mixed messages about that. I did install the Russian keyboard as an option. I wonder if it is related to that?

    That must be it.
"installing a Russian keyboard would reduce the likelihood of getting Russian viruses"
To me it's some complete nonsense.
You have your AV program to protect you against viruses.

Maybe I'll uninstall the Russian keyboard and see if it goes away.

That solved the problem. Thank you for your help. There's nothing Russian to uninstall anymore.
